Imo, this slightly solidifies my belief that Battleworld is already in the process of being created, so the number of universes left is kind of misleading. I think 616 and Ultimate U will be the last two domains to be added to a Battleworld that otherwise, is already up and running.
Some of the zones have already been saved from their universe's Incursions, and have either been plopped down on Battleworld or are being held in stasis waiting for the rest of the jigsaw puzzle to be ready.
