1.) By not saving individual civilians he Was actually saving them. By keeping zod's attention on him and not on the people he saved untold tons of people.
There is literally no way he could save people one by one with zod moving as fast as he does.
Superman turns hid head for barely a second when the garage explodes and zod Is on him instantly beating him down l
2.) Yes cus freely giving himself over to zod no matter his possible fate and by stopping the world engine AND SAVING EVERY LIVING THING ON THE FACE OF THE EARTH is not heroic.
1.) He did when he let loose with the full punches in the sky far above the city he was propelling zod out of the city they where on the outskirts when zod swerved back in to hide among the buildings.
2.) No ZOD laid waste, superman literally did 4 things of damage, him and zod collided along the side of one building, he tackled zod thru some steel bars at the construction site, pushed zods face thru some windows and lastly zod sent them crashing back to earth and at the last minute superman switched to the propelling force to crash zod into the train station THAT'S IT that is all the damage he caused.
Maybe You could say he was negligent for dodging the oil tanker but that still just one parking garage.
It's not even remotely a 3rd of the city. Superman FACTUALLY did not destroy the city or intentionally damage any serious part of it.
EDIT - OK I missed one thing. Prior to the final fight he did down the scout ship which crashed into the city. But he had to stop it or zod would have destroyed the plane with Lois and jor els pod. Leaving them with no way to destroy zods primary ship.
