What the hell? I feel it has to be a colorist mistake. Do editors even work at Marvel anymore?

Still, not exactly the best time of year to make a mistake like that.

I kind of see what the colorist is trying to do with the palette, but it doesn't work, here.
He's a member of the Howling Commandos black ops squad that's been chasing Frank through this current series. Future solicits imply that they'll eventually team up.

So this is probably a coloring and editorial mishap more than Mitch Gerads. Still an offensive image.
Agreed on the palette. I think they're trying to portray someone with fuller lips in the first panel, and coloring-wise, sometimes people differentiate the lips by making them lighter or darker, but when you go darker, it sometimes makes people look like they're wearing lipstick, so with men you go lighter.
Does anyone know who the editor is on Punisher?
That bottom panel does look like a colorist's mistake and when you zoom in on it, it is really very bizarre. It looks like a bad collagan lip job that many of these aging Hollywood starlets get.
The upper lip has a divet from the philtrum drawn in it so why would this be a coloring mistake? Would the colorist have drawn in the divet?
It isn't on the cover and Punisher doesn't sell as much.
