I've been out of the loop when it comes to the broader Marvel Universe because most of the Marvel books I've been reading are mostly kept to their own books. Is Secret Wars going to relaunch the universe? I wanna get back into Avengers but I'm too lazy to read Hickman's entire run. Can I just read Secret Wars and start in the aftermath?

It is unclear at this point whether we'll be seeing any sort of reboot, in spite of rampant speculation to the contrary.
You should be able to pick up Secret Wars without being current on Avengers/New Avengers, although I'd imagine it'd provide some context for why all of this is happening.
