Best solution was the old school one.

Time Travel did nothing. Splinter the timeline into alternate timelines. Changing the past did nothing and it was impossible to alter your own timeline. People Kept trying, but there weren't any real ripples. People like Bishop and Rachael Phoenix could visit or stay as needed... but they weren't really 'changing' their past. Those timelines still existed 'somewhere'...

I really don't understand what was wrong with this approach. It worked for everyone as long as we get the travelers who stayed to a reasonable number.
