I don't think the first one ever happened. Second one sounds like Detective Comics#65.
Without going through my trade paperback collection I could not tell you.. but I think the Jason todd asking for milk may have happened in either the batman the cult book or the batman Alan Davis collection book and as for the nazi saboteurs that happens is collected in either batman chronicles vol 3 or 4 not sure which..
When I get home I will confirm both answers more correctly.
