Default Which Batman villains deserve to get a push or a chance as the Big Bad?

Sometimes it feels like there is only a small circle of Batman villains who are allowed to be Big Bads or the main villains; Hush, Joker, Bane, the Riddler, etc. I think it'd be nice if second-stringers like Poison Ivy or Scarecrow or Two-Face where given the chance to be the big main villain of a story arc for once.

    Opinions?

Hugo Strange. Hugh and Dr. Hurt are largely redundant when we already have a nemesis who knows Bruce's identity and attacks him psychologically, and is a more interesting character to boot.

Scarecrow looks like he will get his shot in Arkham Knight. I think the last time Two-Face was treated as a big deal was NML, and I'd love to see him get another shot. But I don't trust DC to write him well.

All I will say is that, yes, some villains could stand to be the main villain of a bigger arc more often.

Two-Face has had some good outings as main villain in LHalloween, Dark Victory, Lonely Place of Dying, Prodigal, Robin Year One, etc.

Scarecrow and Ivy less so. Riddler has some but arguably not enough.

Adults foolishly demand to know how Superman can possibly fly, or how Batman can possibly run a multibillion-dollar business empire during the day and fight crime at night, when the answer is obvious even to the smallest child: because it's not real.”

I can see them as a Big Bad for a small arc or two, but only Two-Face, Black Mask, and maybe even Hugo Strange could I see holding the position of overall Big Bad for something much bigger. Maybe Scarecrow too if used well.

Two Face is due for a resurgence.

I'd like to see Snyder do a big arc with him before his run is up.

Also, Killer Moth. Preferable for Batgirl.

I think Poison Ivy has a lot of potential.

Im not sure DC wants Ivy to be a villain or some sort of anti-hero.

why are they turning all the good femnale villians into anti heroes? What are they saying, that females can't really be a list villains?

Maybe they don't want Batman punching ladies. I don't know.

I would be happy to see some of the characters from the TV show make it to the comics like Egghead or King Tut. They don't even have to be Batman's villains. I would be satisfied seeing them in Batgirl or Gotham Academy.

But to be realistic, it's been awhile since Two-Face has been in the spotlight as the Big Bad. Thinking about it, it's been awhile for The Penguin as well. Those two or Mr. Freeze I wouldn't mind seeing getting some attention.

I'm ready for an awesome Mad Hatter resurgence. I think if done right he could be elevated to a higher degree.
