Well, one is a nominal Bat-protege and the other has been in Gotham for several months in-universe...I guess they can count.

But a "Dynamic Duo" is traditionally suppose to be a Batman and a Robin, and while Duke was a Robin in Futures End, I don't think Jefferson Pierce has been a Batman yet.

this is true BUT the OP did not initially state that they must be a Batman and a Robin. plus (technically) Duke has been both "Batman" and "Robin" , so he covers both bases

tho, Black Lightning taking over for Batman would be dope to see; kinda like how Black Panther took over for Daredevil. could you imagine that Batsuit?

they said Dynamic Duo and then gave their pick, never said it had to be Batman and Robin. it's heavily implied but they never said you gotta pick a Batman and Robin, and they do give "Other" as an option. I'm just playing with a loophole and having a little fun at how scant and presumptive the opening post was; especially because I personally don't really care all that much to have a favorite Batman and Robin combination.

just this passed December, in Tales of the Dark Multiverse, Duke proclaimed himself Batman in that story. I also remember the creators of the book referring to his role as Final Knight as something along the lines of as Multiversal monstering hunting or god killing Batman after the fact too; which makes sense considering his end suit looks like a gnarly armored Batsuit. was he straight up Batman in a conventional sense, no it's an out of continuity story and more or a spiritual successor moment (which I prefer) but much like he was technically a "Robin" he was technically "Batman". again, just having fun with loopholes and technicalities broski.
