    Default Rank the Batman villains by threat level

    Here's my attempt to break them up. Feel free to reclassify, redivide, or add villains I missed.

    S-Level Threats (Call the Justice League):

    I'd definitely reclassify some. KGBeast for send Robin? KGBeast almost killed Robin. He was a major threat in his first few appearances. As a major crime boss, I'd move Black Mask up a notch. And Anarky as a major threat? Granted, I haven't read a lot of his stories, and certainly not his new52 stuff, he seemed to be more of an annoyance than a grand threat on the level of Deathstroke or Bane.
