It's a good list but I think Tim should be a bit higher. I consider him to be way more skilled than Kate Kane or Jason.

You want us to rank them via combat ability (I'm assuming that its both armed and unarmed so here is my list:

Dick Grayson
Damian Wayne (I have him this high up because he has been trained in every weapon known to man, is almost as good an archer as Merlyn on top of the martial arts training and being grown in a test tube to be Batman's replacement. He beat Talia al Ghul in a sword fight and he was winning against heretic before those archers got him. When he is older he could maybe compete with Cassandra Cain.)
