Because that's the only book it can show up in without messing up Hickman's ongoing narrative. It's behind the events happening right now, so it's being used as a inbetweener to cover things that already happened in the past, as far as I can tell.

I think Maximus may have had a hand in unleashing the rest of the Cabal. He was the one who carved into the amber in the first place which is what sped up the recovery of Corvus Glaive.

apart from the reluctance namor has with being in the cabal & that swan is the one closes with him..nothing new

Yes, I'd say Maximus definitely has played a hand in that.
although i would like to see if he has been working with Namor prior to the cabal's formation
