    Just about any super-villain, especially a Marvel villain though Lex Luthor was known for over-acting.

    My mind went to Dr Doom first

    In the Killing Joke he actually has some calm moments while reminiscing at the carnival, but he chews scenery whenever he's actually DOING anything. I like that the story actually has the Joker using a range of facial expressions and body language he doesn't normally. It's a nice change of pace.
