Yeah, Baron Mordo didn't seem to be all that powerful in the last appearance I recall in PAD's X-Factor.

IIRC, Mordo was always just a test the Ancient One used to help find a worthy successor and Strange passed that test. Mordo is powerful in his own right but remember, he did not get summoned to the Trial of the Vishanti so he was not part of the competition to test for the mantle of the Sorceror Supreme. Doom was.
Doom really shouldn't have been number two. In that trial he was cheating so hard. I mean I thought it was clever and it it wasn't against the rules themselves but it was definitely against the spirit the rules. If I'm making any sense. Dormammu should outrank them both.
Yeah, I remember that too: Doom programing his armor to mimic movements he didn't understand.
While Mordo is powerful he never invokes the same level of competence or skill Doom exhibits when he comes into play, even with all his skill and power Mordo has never brought the Marvel universe quite to its knees the way Doom repeatedly. He's gone beyond being simply the Fantastic Four's primary villain and elevated himself into someone universally feared by most of known Marvel universe. Mordo might be more powerful in terms of raw mystical power but Doom has a better understanding of magic and how to use it to the most devastating effect.
As for the Mandarin, while he might have become some badass martial artist in the recent years the fact is most of what makes him dangerous is his possession of the 10 rings. I haven't kept up with him over the years because I generally don't read any of the comics he's involved in but to my knowledge his reliance on the rings doesn't rate him as being a candidate for either the Martial, Tactical, or Magical categories.
And while I do like Steel Serpent and did actually consider him for the position he hasn't really shown himself to be anything special outside the Iron Fist series from what I've seen, he's skilled sure but there are quite a few people I would put ahead of him that could probably take him like Lady Deathstrike, Zemo, etc. Taskmaster won out simply because just about anything Steel Serpent can do Taskmaster can copy, outside of chi techniques Taskmaster can do anything he see's Steel Serpent do outside of chi based techniques. And if that wasn't enough for you remember we're talking about a guy that could and did take on the Avengers by himself back in the day and come out on top.
If it’s not against the rules then it isn’t cheating. Besides the trials were to see who was going to be the next sorcerer supreme, essentially it came down to who wanted it more and what were they willing to do in order to get it.
