I love the IDEA of Alpha Flight and all it's associated things. The various Flights, Department H, how they are all just a subset of the government that is in charge of regulating superheroes, the same way we have ministries for health or foreign affairs or finance. The idea of a Minister of Superpowers and all that would entail appeals to me greatly. The idea of the a superhero team just slotting into the hierarchy of law enforcement and national defense, it makes sense to me.
It's execution is sadly, usually lacking though.
