I really don't buy the "only one city will survive" stuff; but playing by the rules, I have to say either either Pre-Flashpoint or Golden Age.
Pre Zero Hour and Pre Crisis/80's just won't really give anybody anything, really; both periods have pretty much the same characters in similar enough versions to New 52.
The only things that really stand out on pre Zero Hour would be Parallax Hal Jordan (which I doubt the majority would like to see again) and AZBats (same thing).
On the same vein, Pre Crisis doesn't have much that was particularly lost; we already have Hal and Barry in the New 52. Sure it's a different "tone", but tone can be changed.
Now, Golden Age has the classic JSA. That would be a good pick.
Put pre-Flashpoint has the legacy guys, so I'd have to go with that one: a proper Wally West, Cass Cain, Montoya. And it also includes some legacies from the golden age.... So yeah, I'd have top go with Pre-Flashpoint.*, in the sense that ot would be the one to restore more stuff that was lost with the reboot.
*Which is not really my 'favorite" period, but my favorite period (which would pre-Graduation day, more or less) ios not really represented. So close enough.

Solicits lie all the time in order to sell more comics. It's their job.
Also, "One reality" is such and evasive expression that it's not even worth looking into it. Right now, all the domed cities are on a single planet outside of the temporal flux; they occupy "one reality".
One multiverse can be "one reality" depending how you look at it. And so on.
But mostly, solicits lie all the time.
