They seem to have largely course corrected on Shadowman since they bungled him for a few years.

I have been out of the Valiant Universe since not long after Harbinger War (the first one).
I thoroughly enjoyed the entire universe, I was reading everything they had to offer back then. Visually, I enjoyed Bloodshot and Rai so I'd say they would be the characters I am more interested in but I felt Harbingers was a better read.
Is there a good jumping on point to get me back in to the universe? Do I need to track down a bunch of back issues to get me back up to speed?
Did you finish Imperium? If so you need to pick up The Life&Death of Toyo Harada. If not, read Imperium then that. As a Harbinger fan you are likely to enjoy that.
For Rai you'll want to have read 4001AD then Fallen World as both are continuations of the Rai book by Crain. They also lead up to the new Rai book.
The Second XO series was really great but at this point it is unclear if it will be necessary for the third series that seems to have been delayed.
