I'm still wondering if there was a reason why didn't Manifold just saved the two. Why just female Thor? Storm was beside her.

But she is. I mean if he wants to keep 60 people to survive, why not include Storm in the 60? Not all of the 60 will have big roles. Besides, the x-men is a popular team. there should be at least 3 or 4 x-men who should have survived. Not just one.

There was only room for 60 people on board. Evidently the Future Foundation thought the Hammer was necessary for the new colony they intended on starting.

That could also be true. They didn't have time to load the entire boat, so we don't even know if the people they took were all on the manifest. The Foundation kids, Black Panther, and the Fantastic 4 were confirmed to be on the manifest, Tony was definitely not allowed. You'd have to ask a Hickman reader for other specifics.
