Surely if Tony retired and left, Pepper would go with him since that's what couples tend to do...

It would be Rescue. Iron man is a male (not counting 3030) so using Pepper in place of Stark would just be strange considering the movie would be called Iron man.

Also if it did get released in 2020 please consider the Iron man that is actually from 2020. Arno Stark. He is not only actually from 2020 but from a point where Stark has actually retired or is incapable of being Iron man. He was also introduced in mainstream continuity during the Marvel now arc with Tony discovering he had a brother and Arno even built his own armor both big and small for himself to use due to his own faulty laungs. In his original appearances though he was the nephew of Tony. Arno would be the more logical continuation aside from Rhodey.

Rhodey in the MCU is also on the New Avengers team and has already been introduced in armor and will be a main player as the MCU continuity continues. Pepper would come out of left field.
