If there's no Black Lightning appearance in season 4, I'll be both surprised and disappointed. With the introduction if metahumans via Flash, everything is perfectly set up for him.
Villain of the Week then?

Well, you can't be 'all dark all the time' and expect people to keep watching. Other shows do that vibe better, but I'm not really interested in those either.
Dark does not mean deep.
As long as that smug bastard Merly finally get's some comeuppance....
I don't want Arrow to go light personally.
Well, it would kinda defeat the purpose of Arrow being the "crime drama" of the DCTVU (however accurate that is depending on the episode) and Oliver's contrast with Barry.
I think you can strike a good balance between the two, which Batman as a character and in other mediums has often been able to do, without losing the core of the character. Granted, Green Arrow isn't Batman and I can understand why people want Ollie to start acting more like he does in the comics (I do too), but I feel the Batman-ness of Arrow has worked for it in the context of the series as a whole and its place in the DCTVU.
I think it's too much a part of the series' identity to be completely removed, but I am definitely interested to see how the creators will go into a more lighthearted season of Arrow and with Ollie likely finally taking up his proper comic identity .
