The initial Jim Lee Superman redesign was attrocious as first introduced. When other artists started to draw it more like cloth with some extra lines it doesn't look terrible. For instance Fabok over in JLA makes it look damn good.

If the BATMAN AND ROBIN movie costumes had appeared in a comic book, I don't think they would have appeared so absurd. It was the act of transferring comic book style designs to a movie that made them over the top. No wonder that most movies tone down the comic book costumes.

Silver Age Owlman's costume was pretty bad.
I actually like Jim Lee's art over all but he's horrible at redesigning costumes. He initially designed it to look like metallic armor. Other artists altered the design to look less like metallic armor and lost some of the lines. It looked better. Even Lee drew the suit differently by the time he did Unchained. Other artists like Romita and Fabok have further altered the design. For instance, Fabok pretty much eliminates the high collar.
So yes, the initial design as it appeared for the first 6 months of the new 52? Attrocious.
What it has evolved to? Not bad.
It seems like to me that some costumes are being dumped on in hindsight. When at the time that's what they were wearing. These characters were in fashion and satisfied the desires of their audience. For instance, I don't see anything wrong with Doctor Spectro.
A character like the original Green Lantern may have had bad fashion sense, but when you see his costume it fits with the era. The sin of Jim Lee is that he's designing the same costumes he would have designed twenty years ago. Jim Lee doesn't seem to be up with the trends--other than putting pants on women and taking pants off men--but his costumes are too busy with the kind of junky detail that was so popular in the '90s. We're beyond that now.
