Wally West has never worn a bad costume. Even his original Kid Flash costume which was just a smaller version of Barry Allen's Flash Costume was great. All the Flash suits have been instant classics and awesome.

IMO Dick Grayson has never worn a bad costume either. But I can see how some people might not like the original disco Nightwing. That said think all the new 52 redesigned are all great too.

I loved the Cris Sprouse redesigns of the Legion. Not all were perfect, but some of them were freaking awsome, getting elements from previous costumes that worked and finding a way to magnify them while providing a unified look for the team (something hard to do with a team this big). Ultra Boy, Apparition, Cosmic Boy, Live Wire, Inferno, Triad, Saturn Girl, Andromeda, Ferro Lad (I can't belive they didn't use this one when they re-introduced Ferro Lad in the Post Zero Hour Legion, prefering to go with a bland generic costume), etc... Fantasticc. Of course, I do think there were some duds. Leviathan, Shrinking Violet and Chameleon (too bland) among them. I wish Sprouse had worked on redesigned versions of latter day Legionnaries, such as Timber Wolf and Wildfire. Even Mon-El (though I didn't mind the M'Onel redesign, I would have liked to have seen Sprouse-s take).

As good as the original Dr. Fate costume is I still think the Earth 2 revamp blows it completely out of the water. The shift for the blue to the black and all the extra gold just makes this look awesome.

I always found DC to have a better sense of costume design over Marvel. That's not to say Marvel doesn't have good costume designs, they do. Or, it doesn't mean DC has a few stinkers of costumes, they do.
DC used to follow the rule of keeping it simple, which works for two-dimensional art. A lot of what you all are posting are good examples of DC's costume eloquence.
