Simple possible explanation: held on with velcro or snaps. they can grab it all they like, but can't pull her down with it.
anyway. I haven't read the whole thread, but I like the look, overall. The thing I am a disappointed with about it is not the hair, it's the change to the gloves. I loved those buttons she had on the sides of her arms. and on the hair situation... why does the cut have to be explained with some sort of practical reason? Maybe she just.... wanted to cut her hair?
On the creative team... not bad, I enjoyed Agent Carter. but TV creators don't always make the jump to comics all that smoothly, so we shall see.

Sure, I buy the reason for it, but to take your premier female hero and make her look like a flat chested, short haired dude kinda defeats the point, no?
Do you think female hero when you see this drawing? It looks like a 20 something frat guy with that hair spiked in the front.

My litmus test for costumes has always been that if you can't poop, then it's not practical. So that disqualifies just about everybody.
