I think you're trying too hard to find an elaborate explanation for a phenomenon that really has a very simple explanation.
In other words, it's not that the people who secretly want to vote for that movie are all cowering in the shadows, each afraid to be the first to raise his hand and invite scorn and derision from the tyrannical majority that disagrees with him.
Instead, the reason it got no votes is very simple and straightforward: Nobody regards it as his all-time favorite Batman movie, so why would anybody even consider voting for it?

Mask of the Phantasm. No contest for me.
I love Batman, Returns, Begins, TDK and TDKR too, but MotP is the perfect Batman movie for me.
The only one on the list I genuinely don't like is Batman Forever. It is the reason Batman & Robin happened and is just a weak, dull, stupid film.
At least B&R is hilariously awful, like the 60's film. Those I can enjoy.
TDK and MOTP are easily the best.
BB and TDKR are very good, but not at the level of the previous 2.
Forever, 66, 89, and Returns really depend on my mood, but none of them are quality cinema.
B&R is just bad.

It's just the best one.
Oh and The Dark Knight was the worst of the Nolan trilogy. Ledger's Joker wasn't all that.
I like The Dark Knight and the 89 movie. I'd admit TDK's awesomeness is 99% due the Joker and Two-face scenes (Batman himself was kind of a flop), however the 89 movie lost a lot of points for that Prince Soundtrack, the nonsense with Alfred showing Vicki Vale to the batcave after Bruce had like a grand total of two dates with her, making Joker responsible for the death of Bruce's parents, and the heresy of Batman killing the Joker. So I guess I'd ultimately have to go with TDK because the bad parts were just boring, they didn't fill me with seething rage.

Can't say I remember the ending of '89 having Batman kill the Joker.
It's been a long while, but didn't Joker fall of a tall building after Batman tried to keep him from falling, but nearly got sprayed in the face with acid from Joker's lapel flower and had to let go?
I could be mistaken, but trying to remember it conjures up that scene for me.
First Batman punched him off the building, saying 'I'm going to kill you.' But there were stones sticking out just a few feet down Joker to land on. Then when Joker got on the rope ladder Batman shot a grappling hook that tied his leg to a stone gargoyle, and the weight of the gargoyle caused Joker to fall to his death.
Batman kills a lot of people in the Burton movies.
You might not be able to argue first degree murder, but Burton Batman is certainly responsible for Joker's death.
But it's cool -- murdering people is part of the Burton Batman charm.
