Pre-52 Barbra Gordon is my favorite, Stephanie Brown is a very close second.

Cass Cain. I think she's the most interesting character of the three, and she also has the most potential to stand on her own outside the usual Bat-trappings.

Stephanie Brown most definitely.
The current Barbara Gordon is pretty cool but for me there has never been a Batgirl as charming, distinctive and relatable as Steph.
