Okay, I agree, so it will now officially be FIVE supervillains on 'Marvel's Mount Rushmore of Villains.'
That means from how it looks up thru this post, the consensus would be:
DOCTOR DOOM
MAGNETO
LOKI
GREEN GOBLIN
THANOS
Others in the running: Galactus, Red Skull, Ultron, Doctor Octopus, Bullseye, Dark Phoenix, Kang ...but nominations are still open.
Going on pure evil
Ultron, Red Skull, Apocalypse, Goblin
Doom and Magneto have a code of sorts.
That's an interesting perspective, those four are definitely near the top in pure evil (Thanos as well)....but I really think a MRoV should be more about "iconic" villains. In other words, those who've had staying power and are immediately recognizable. Red Skull and Goblin would qualify.
This is difficult but I am going to go with..
Doctor Doom, Magneto, Green Goblin & Red Skull
I would say;
Red Skull (been around the longest)
Dr Doom (ushered in the MU silver age as "The" villian")
Green Goblin (as someone else said, the most popular heroes, most popular villian)
The Leader (gotta give old big green head some love on this post)

Maybe for the MRoV 3rd Stringers
Villains aren't necessarily one dimensional, and I think it's a given that their #1 priority is always self preservation when push comes to shove...so teaming up with superheroes on rare occasions to overcome a greater evil isn't a deal breaker for MRoV.
Basically a villain doesn't have to be pure evil per se ...just egomaniacal, greedy, narcissistic, vengeful and relentless in their pursuit of world domination.
I don't consider Galactus a villain, otherwise he'd be there. Galactus is as much a hero of sorts as he is a threat in his appearances.
Dr. Doom and The Red Skull are definites. The other three slots would likely be between Magneto, Loki, Mephisto, The Green Goblin, and Kang. I'd likely go with Magneto as the third, representing mutant villains, even though he is often a hero or anti-hero. The fourth slot is too tough to call, that'd be Galactus' slot if he were truly a villain.
Thanos is a major villain, but most of his appearances are Jim Starlin penned and he's too much of a plot device for cosmic crossovers.
Apocalypse is a major villain, and more of a villain than Magneto, but he's only been around since the mid 80's.
Ultron is a big threat, but doesn't have the personality of the major candidates and rarely strays outside of the Avengers.
Update:
- Red Skull is definitely making a push for top 5...would probably bump Thanos
- Doctor Doom appears to be the only unanimous pick right now
- Magneto is being questioned as to whether he is really even a 'villain' anymore ...some say more anti-hero, does this disqualify him?
