    Though I don't think he's quite top-tier, the Kingpin should at least be mentioned.

    I think the Dread Dormammu could be a major player, but Marvel rather shies away from full-on magic. One good Doctor Strange movie could change that.

    I agree Kingpin is a Top 20 Marvel villain, just not Tier 1.

    Here is my personal Top 10:

    1. Doctor Doom
    2. Magneto
    3. Galactus ...(conceding he is more of a 'neutral')
    4. Loki
    5. Thanos
    6. Red Skull
    7. Juggernaut
    8. Green Goblin
    9. Doc Octopus
    10.Ultron


    *Note: I stopped following comics around ~'81. I've recently started to get interested again as a hobby. Apocalypse and Onslaught are a couple that should probably rank up there now?

    Okay, so the consensus still stands at these FIVE:

    DOCTOR DOOM
    MAGNETO
    LOKI
    GREEN GOBLIN
    THANOS


    Any other votes for Red Skull? ...Ultron? ...other?


    Also, I was also thinking, perhaps Marvel's MRoV could be extra unique and have a mountain side full of villains? You could have the "BIG FIVE" at the top and they would be dominant in size (x2 at least), then underneath them you could carve another 'second tier' of perhaps up to 7-10 more. I think that could satisfy most of the fans.

    It might look like this...

    Top Five (from L2R): Magneto - Green Goblin - Doctor Doom - Thanos - Loki
    Below them (any order): Red Skull, Doc Octopus, Ultron, Juggernaut, Abomination, Apocalypse, ???, ???, ???


    How does that sound?

    If we're talking the 4 most culturally significant villains in Marvel as of 2014:

    -Dr. Doom
    -Green Goblin
    -Loki
    -Red Skull

    In the comics right now, considering neither Loki or Doom are really villains anymore, it's:

    -Green Goblin/Osborne
    -Thanos
    -Andrew Forson (this dude came out of nowhere and has been on fire lately and obviously isn't going to stay dead)
    -Ultron

    Though I suspect Thanos will replace Goblin once Avengers 2 comes out.

    If we're talking about the most well-known or "iconic" to the public, then it would probably be:

    Doctor Doom.
    Green Goblin.
    Doctor Octopus.
    Loki (because of the movies).

    If we're talking about great current villains, then it'd be:

    Doctor Doom.
    Red Skull.
    Thanos.
    Kang the Conqueror.

    If we're talking about all-time villains, then:

    Doctor Doom.
    Green Goblin.
    Apocalypse.
    Thanos.

    I don't count Magneto and Galactus as being out and out "villains."

    Bullseye is not a boss. he's a memorable villain. he's a fun villain. but he's not an end boss.
