We're talking Villains and as Dr. Doom, Loki and Magneto seem to bounce between the two I say they are out.

1. Red Skull - George Washington - classic predates Marvel for me he's the founder of evil in the Marvel U.
2. Ultron - Thomas Jefferson - Jefferson was the great expander and when I think of a badguy that elevates every event.
3. Apocalypse - Abraham Lincoln - one freed the slaves the other one wants humans to be slaves
4. Bullseye - Teddy Roosevelt - walk softly carry a large stick, Bullseye just likes to throw his.

I think the Axis line up might work if you consider it touches upon the main family of titles of the MU. Magneto hasn't been strictly a villain for a while except now he would probably be wanted for murder even though the people he is killing are no angels. So he could be the fifth one to add to the monument below. But I think it needs a Spider-Man villain and the Green Goblin/Osborn got a big boost from Secret Invasion & Dark Reign.

- Red Skull is definitely making a push for top 5...would probably bump Thanos
- Doctor Doom appears to be the only unanimous pick right now
- Magneto is being questioned as to whether he is really even a 'villain' anymore ...some say more anti-hero, does this disqualify him?

Magneto is a racial supremacist, a terrorist and a mass murderer, of course he qualifies as a villain: Marvel's attempt at turning him into the mutant Punisher will never change those facts.

Anyhow, here's my list: Doom, Kang, Magneto, Red Skull and Loki.

My list would be Doom, The Mandarin, Red Skull, and Loki: Marvel's premiere villain and the evil Big Three; the anti Iron Man, Captain America, and Thor.
