Characters like Red Skull and Green Goblin are completely separate cases from Annilhus and Thanos (or Dormammu and Mephisto). How many mountains we got available to deface in the course of this exercise?

i didn't even notice him. looks like Mandarin's old costume. and he is holding his hand up; maybe to show the rings. a lot of them had a seat at the table during Acts of Vengeance.

Interesting idea, maybe break out "Earth-based", "Cosmic-based" and "Mystical-based" Mt. Rushmores.

Earth-based: Doctor Doom, Magneto, Green Goblin, Red Skull, etc

Cosmic-based: Thanos, Annilhus, Galactus (just for being an iconic non-hero), Ronan the Accuser, etc.

Mystical-based: Dormammu, Mephisto, Cyttorak, Shuma-Gorath, etc.
