Default Did a Classic Joker Story Result from Walt Simonson's Trade with a Fellow Artist?

As thanks for a 3D shadowbox, Walt Simonson drew a massive Batman piece. But was that enough to greenlight a story based on it?

The thing I remember about Simonson in the '70s/early '80s on Batman comics is that every time he did one it seemed to be a different Walt and a different Batman. He never could settle on one approach to the art and stick with that. But each approach was interesting in its own right, so I didn't mind it. Eventually he settled into one style and stuck with that.
