Can somebody help me with the name of this character?

Hi, ive been dreaming about this character in my mind for a couple of hours. but i cant seem to be able to recall his name or where he is from.

Im quite sure he may be from the Batman or Spawn comic books.

He looks similar to Tally Man from batman or a Scarecrow version with a hat.

He is slim, wears a tuxedo (i think), white face, and big red eyes.

I made a drawing of him. Maybe here someone could help me find the dude (if he exists, and its not a funny trink of my imagination), but im almost certain he exists.
