Who would you put on DC's Mount Rushmore of Villains?

Which four (or five) DC villains would you choose to be enshrined as the most iconic of all-time. This wouldn't necessarily be the most powerful or the most evil, just the most iconic.

I would probably go with the following:

potential fifth: Penguin, Sinestro or Two-Face

Deathstroke is becoming waaayy more visible to audiences across multiple media sources to get Eclipsed by anyone else. While it kind of upsets me that he's being taken away from Grayson seemingly, he is shwoing up everywhere as a big time threat. Multiple Cartoon shows, multiple video games, Multiple TV shows (I'll put money on it that he shows up in Flash sooner or later). He's basically an antagonist to all Titans and Teen Titans and tha'ts a lot of people, and while he doesn't have quite the same personal level adversary to the Justice League Generation he has faced them all many times.

As much as I like Sinestro and Reverse Flash I don't think they got quite the infamy as Deathstroke. Plus I sincerely believe you drop a good Deathstroke into a live action movie and the main stream audience will go bananas for him (Arrow is live action but it doesn't have the same level of main stream penetration I'm talking about).
Black Adam has got it in him to be up there, but he just doesn't have the same connection or recognition as DS.

I'd want them to correlate to the real presidents more, because I'm a stickler.

1. Founder (all the way back) and leader, "always tells a lie". Slave owner. Dates back to the 40s.
2. Early notable, architect, renaissance man, and drafter of evil. Keep the secret society angle. 40s and 50s.
3. Progressive (or regressive), big game hunter, ecologist/eco-terrorist. Speaks softly, carries stick made of 1000 assassins. 70s.
4. Dichotomy of conflict; taking away civil liberties, causing civil wars, enslaving in the name of freedom fighting. Brutally honest.

1. Vandal Savage.
2. Lex Luthor.
3. Ra's al Ghul.
4. Black Adam.

Joker's the kind of guy who would be drawing mustaches on them all with spraycans.
Darkseid wouldn't suffer SHARING a mountain face with weaklings.
Sinestro could switch for Adam, but he doesn't care that much about Earth.

I think we can pretty much agree Darkseid, Lex and Joker are there
The fourth is up for debate. I reckon Sinestro, Deathstroke, Anti-Monitor, Cheetah, Penguin and maybe others could make a case. I personally would like it to not be a repeat from Superman or Batman's rogues and be somebody else. Sinestro and Cheetah are villains to other important heroes. Deathstroke stands alone so he would be a good fit and has been getting a push in other media. Could be an overall JL villain like the A-M who can give everybody a hard time. In a better world where WW is treated like the Trinity member she is, Cheetah would be up there.

There aren't four faces, there are just the three everyone (pretty much) can agree on. Lex, Joker, Darkseid. Then personal preference. Nobody else stands out from the pack.
