The top three spots for the CBR DC supervillain Mount Rushmore look pretty locked up. And admittedly, Sinestro probably is the safest pick for the fourth spot. But I think Brainiac, Black Adam, or Deathstroke could potentially unseat Sinestro if one of those characters were to get an event like push in the near future; or maybe a popular live action movie appearance (a la Loki).

    This, especially the Darkseid bit.

The first three, in this order...

    Joker
    Lex Luthor
    Darkseid

Within DC comic fandom (and the first two can probably be named by more non-fans than anyone you can think of, DC or Marvel, too), nobody beats them.

    #4? I'll go with Starro.

If we're talking beyond comics, then it's Joker, Luthor, Catwoman and Penguin/Riddler (can't pick between those last two).

You think so? I think Marvel has better villains overall but I'd say Joker, Darkseid, Luthor top Doom, Magneto, and whoever else you put

Joker and Lex alone carry DC
I think each team's villains match up fairly well in a general sense:

    Marvel.................... DC
    __________________________________________________

    Doctor Doom.......... Lex Luthor

    Magneto.................... Darkseid

    Green Goblin............... Joker

    Loki ......................... Sinestro

    Red Skull......................... Deathstroke

    Ultron................................. Black Adam

    Thanos............................... General Zod

    Apocalypse ........................ Anti-Monitor

    Kang the Conqueror...................... Brainiac

    Doctor Octopus......................... Captain Cold

    Mandarin................................... Riddler

    Kingpin................................... Penguin

    Abomination............................ Doomsday

Like everyone else, I gotta go with Joker, Luthor, and Darkseid, but for my fourth spot, I'd have Riddler.

I'm surprised more people are going for Sinestro over Deathstroke. I would think with all his exposure and connections Deathstroke would be a lock for number 4.

    1. Joker (Chaos) - "What's the matter with you, Batman? I'm the funny man around here!"

    2. Lex Luthor (Hate) - "All men are created equal. All men. You are not a man."

    3. Darkseid (Destroy) - "I am fear itself-- the terror hidden in your darkest dreams."

    4. Sinestro (Order) - "A thief here, a killer there. Scum, dirt, filth! There's no end to it, but there could be. It's my dream that one day all of this rot will be wiped away. A new order will prevail, one that will end the chaos but it won't be built by the faint of heart."

    Doctor Doom.......... Lex Luthor

    Magneto.................... Darkseid
Magneto has no really close equivalent, but Sinestro is the best. Both well intentioned extremists who are frenimies with their heroic rival.

    Green Goblin............... Joker

    Loki ......................... Sinestro
Loki's is Circe. Sinestro's is Magneto

    Red Skull......................... Deathstroke
Red Skull's equivalent is Joker, both preach nihilism with almost religious zeal, and both are pure evil. They even both use a poison that makes victims look like themselves. Deathstroke is harder. He's kind of an evil Captain America in terms of powers, but his role as villain who occasionally plays antihero doesn't have a great equivalent at Marve. Taskmaster maybe?

    Ultron................................. Black Adam
I don't know if Ultron has a good equivalent. Black Adam's equivalent would be Namor.

    Thanos............................... General Zod
Thanos' equivalent is Darksied, both grim cosmic overlords forever searching for an ultimate cosmic plot-device.

    Apocalypse ........................ Anti-Monitor
Apocalypse is basically another Darkseid clone, only less successful than either Thanos or Darkseid. He's kinda their dim third brother. The Anit-Monitor has no Marvel equivalent.

    Kang the Conqueror...................... Brainiac
Kang's equivalent would be Mongul, both warlords who conquer for fun. Brainiac has no real equivalent.

    Doctor Octopus......................... Captain Cold
Reasonable, though Captain Cold's pragmatic everyman-villain reminds me more of pre-retcon Taskmaster.

    Mandarin................................... Riddler
The Mandarin's equivalent would be Gorilla Grodd or Vandal Savage. All barbarian warlords who are also geniuses. Riddler really has no Marvel equivalent. I suspect someone who behaved like him in the Marvel Universe would be casually killed by Punisher.

    Kingpin................................... Penguin

    Abomination............................ Doomsday

Well, I think he was talking more so about popularity and the impact each villain has on the heroes of their respective universes, rather than appearance/powerset.

Uh...Galactus? The only difference is that while Galactus eats planets, Anti-Monitor eats entire realities.

Also, I'd equate Circe more so with Enchantress than with Loki. Loki is sort of his own beast and I'm hard pressed to think of a DC villain that is similar to him.

Dude. I am shocked, and even a little offended, that you did not include Ra's al Ghul on this list. How dare you, sir. He is one of DC's best and most iconic villains.

Almost everyone agrees with Luthor, Joker and Darkseid.

Me, I'd put Despero up there. Dude has a unique look, has deep roots, has the power to take on the JL and always shows up to wreck havoc.
For a potential fifth spot, I might hang up the Anti-Monitor. It's usually a pretty big deal when he shows up with his ugly mug.
