That's true - the notion of "the right writer coming along" solves almost every problem. But in the absence of that, he's just after controlling or destroying the universe. It's a pretty generic motivation and conflict.

Whereas the Joker is a well-defined persona, a unique contrast to Batman, and generates stories that serve Batman's mythos - chaos, danger, uncertainty. He's a complete character.

A guy going totalitarian because of lack of control and succeeding. so much so that, a world shuns freedom is very much an interesting character in my book.it's not right writer thing either. Joker is a mad guy going around killing people for laughs. He is as generic as darkseid is.So, people have preferences.

I choose Sinestro for that 4th spot.

Not original, but I'd go with:
    -- Luthor
    -- Joker
    -- Darkseid
    -- Sinestro

Joker. Darkseid, Lex Luthor, Gorilla Grodd

    runner ups
    Sinestro
    Deathstroke
    Vandal Savage

    To me you have to...

    1. Have more than one legendary story in which you were the main villain.
    2. A unique look and image that makes you stand out.

I’m good with Lex, Joker, and Darkseid.

    Deathstroke gets #4 to me.

Can’t really count her now but Catwoman gets an honorable mention from me.

It’s sad that that their really aren’t any female villains that break the top ten. I think it’s a product of female villains being either one note femme fatales or “not even really villains”. Ivy and Harley have fallen into the latter category in recent years.

Yeah, I think there a lot of stand-alone female villains that have real potential. I'm not a big fan of "Events", but when was the last time a female villain was fleshed out at the center of a major conflict? Grail came close, and she was more plot device than character.

It's the Dynamic Duo! Batman and Robin!... and Red Robin and Red Hood and Nightwing and Batwoman and Batgirl and Orphan and Spoiler and Bluebird and Lark and Gotham Girl and Talon and Batwing and Huntress and Azreal and Flamebird and Batcow?

Since when could just anybody do what we trained to do? It makes it all dumb instead of special. Like it doesn't matter anymore.
