If its been three years (considering she's married to a citizen), she should be able to apply, to my knowledge.

In any case I think a big reason Trump got votes was that people were tired of the monotony of the current establishment. Now, did they cut off their nose to spite their face on that one? Very possible. Clinton's corrupt as hell but nothing saying Trump won't be just because he's not part of said Washington establishment. And even if not it certainly wont' mean he'll know what he's doing. Only time will tell. But I think that was a big factor.
