As for as conventional(ie non cosmics) goes, I would say Marvel's most powerful is the Silver Surfer.

Wouldn't that crown go to one of Marvel's Reality Warpers someone like Franklin Richards or Legion be at top.Didn't Franklin make Galactus his pet to fight a Celestial,or create a pocket universe or travel back in time with ease?.

That was Adult Franklin, and that guy would definitely be considered a cosmic.

As for Adult Franklin Richards, that guy is totally in his own league, I think he could take on every Earth based hero against him, maybe even stack them, and he still could take them all with no effort whatsoever.
