Will Eisner's set the standard for femme fatales in The Spirit (The Octopus, Silk Satin, and P'Gell among others)
Wonder Woman villains-Cheetah, Circe, etc.

Granny Goodness and the Female Furies
Silver Banshee
Viper/Madame Hydra
Umar

I think Mystique is a great villain that hasn't lived up to her full potential yet.

Viper I feel the same way about.

There's a thread on the Wonder Woman boards about how writers keep forgetting how Cheetah is supposed to be a badass, and write her like the Superfriends character.

Just sticking with DC, if you take Batman's gallery out of the running (and really, that's just 3 anyways: Poison Ivy, Harley Quinn, and Catwoman). . then next best is going to be Wonder Woman:

Circe
Cheetah
Giganta
Silver Swan

Flash has an incredible Rogues Gallery, but really his only villainess is Golden Glider -- and tho I love that character, she's kind of lame.
Superman really only has Silver Banshee who's decent.

so yeah.. . the answer would be Wonder Woman's villains.

HOWEVER. . reading thru the thread, I completely forgot Firestorm's villains (funny, since I'm a huge 'stormy fan).

(who is likely the most deadly of all the villains listed).

You forgot Livewire who, if memory serves, was created for the Superman cartoon series, then migrated to the comics. Oh, yeah, there was also Maxima.
