Simon Dark. I'm surprised the character hasn't come back as a Teen Titan as he would make for a good Titan. I think he could fit in a Batwoman book as well.

The Original was an old west villain Jonah Hex foe i believe. The second was Simon Trent version from Batman the Animated series which made canon in the recent Gotham Academy series.
