Default If you were going to base a comic outside the U.S, where would you put it?

It needs to be someplace there's already a good market for a comic, and where the local color would add something to the stories.

A cozy mystery somewhere in England.
Or a Victorian mystery in London.
Or Justice League International in Australia.
    And maybe something using Bialya.

England has been done a few times, so I'm starting to think that Germany and Japan might be the most promising places.

Maybe there should be an Asian comics hero who's based in the U.S., and a title that takes place in Germany.
