Mutants like Cyclops or Magneto have strong personalities so it is easy to follow their lead. They have answers for all possible questions. That's why they are good generals. They are often loved (and often hated) by people. But people like that shouldn't gain highest rank in any organization. That's bad.
If you don't know what to do then it is easy to join them. They are very good at this work so they even mostly right. But that doesn't change the fact that people are not the same. They have different opinions. And if you have different vision than Cyclops/Magneto you're doomed in their society.
They will ignore you, remove you from their organisation or cheat you. Like they did. And not forget that others will ignore or cheat them. Because there is no talking, no understanding. Do you remember black ops x force ? Kitty wasn't happy when she found that x men kills. And a lot of other also.I wonder why we had Schism.

Lila Cheney and Ariel, on the other hand, don't have that problem, and they both have very precise intergalactic range teleportation.

But anyways, they don't need to go to Jupiter or the Dyson Sphere. Jean Grey High School is made of a few buildings. They could build a plastic dome over them, or go to a submarine domed city, or to one Moleman's subterranean cities, or shrink all buildings with Pym particles and put them in a sealed room.

Depends on the year of course but lets start with few things. More mutants could
- join Storm XSE (majority of X men working for UN?) that's better idea
- live in Villa Soleada where mutants and humans lived happily together for many years. They could defend this place while legally being mutant-citizens of United States.
- join Avengers and work with them
- work within government
- work with society
- sent captured bad guys to prisons but not yours
- don't pick terrorists and mass murderers as leaders
- try to talk with others
- show that it is better for countries to have mutants
- repent and atone your mistakes

I have problem because i am not sure about one thing. Are you interested in large or small scale ideas? But generally mutants should make first move (probably many times) but it is better than waiting and doing nothing or even trying to scare the world.

Hey my country also has a history of slavery, probably way longer than yours, slavery from Spaniards to blacks and Indians, these days we got over it and moved over with our lives. I'm not gonna say that the Descendants of those who owned Indian or black slaves are evil white people, hell plenty of Indians owned slaves too. No one owns slaves that I know of, if works feels like slavery... Well it happens to everyone.
And regarding police, if you look at attack on civilians by police you'll see there are far more white people attacked by police officers than black people, so the police is pretty much on the hunt for everyone.

Regarding MU, it's funny to say but the humans, the government and shield are going out there for mutants with sentinels that are real hate machines of death, so that makes more mutants want to side with cyclops or Magneto
