Make it the whole Hanna Barbera created gang, Apache, Vulcan, Samurai, Dorado or their YJ analogs " OBSCURE CHARACTER THAT WILL PROBABLY NEVER BE SEEN AGAIN" should be the title of their book and life story.
That sort of fits with a suggestion I made in another thread:

And this time, base it on the Challenge of the Superfriends, complete with the Legion of Doom.

Default What obscure character that will probably never be seen again would you like to see get a book?

I'd love a book set in the Challenge of the SuperFriends universe, no argument there, although most of those characters pictured above ^ aren't obscure at all, with 3 exceptions they are some of DC's most prominent heroes (and villains).
As far as a book based on the theme of obscurity of the thread, the Hanna Barbera specific created heroes, who rarely if ever appear in the comics, might better enjoy the spotlight (in this hypotheticall book)

In Jaime Reyes's pre-Flashpoint Blue Beetle series, we're introduced to Danielle Garrett, the original Blue Beetle's granddaughter who specializes in academic superhero history. I could spend an ongoing series just watching her work.

Does our reality determine our fiction or does our fiction determine our reality?

Whenever the question comes up about who some mysterious person is or who is behind something the answer will always be Frank Stallone.

In one of these recent parallel earth spanning events the entire Justice Alliance Earth-D crew could have been showcased somewhere.

The Fawcett City Crusaders . Squadron of Justice could use a revisit with a bit of reinvention.
Bulletman & Bulletgirl, Mr. Scarlet, Ibis, Spy-Smasher.

Instead of always having Captain Marvel/SHAZAM play second to Superman on JL, I wish he would put together his own League using characters from that universe.

    Edit: Fawcett

Uh, I don't know if you had autocorrect change what you wrote, but it's "Fawcett City" (as in Fawcett Comics), isn't it?

    Not this type of city:
