Thinking back on it. I think the JL having the most spots in a DCU game is a given. But I feel like it should be spread out a bit kinda like a marvel game with the Avengers and X-Men.

Id have 10 JL members, 10 opposing villains. 5 titans and 3 world ending big bass. And maybe 2 create a char spots.

I think that's a good roster. I tried to create variety in power sets and included characters from DC biggest franchsies (ie JL, Titans, SS and the villains). I didn't add sidekicks/ dopplegangers in powers because that's just boring (and a complaint gamers had for INJ2). So no Swamp Thing, Captain Cold, Black Adam, Deadshot, Supergirl, Batgirl, Vixen, Atom or Firestorm because Poison Ivy, Killer Frost (SS rep), Shazam, Deathstroke, Superman, Batman, Beast Boy, Bumblebee (TT rep) and El Diablo (SS rep) are already included.

Legion of Doom

A legit Suicide Squad game (by legit I mean actual acts of Suicide to fulfill the mission) would be interesting.
Where you have to knowingly sacrifice characters at several instances to move ahead. And holding any one favorite to strongly (I'm looking at you Deadshot, Boomerang and and Harley) would actually make the mission fail.

Also include a way any given chosen character, actually has a scripted means of escaping the mission (the game) to freedom. You just have to figure out where and when to make the move for each one. Anything short would get their heads exploded.

You have to weigh the balance of playing to finish the game(mission) or play for you own freedom, where you may need to betray others. etc...
