This is where Black Lightning belongs IMHO...the Justice League of America.

Yeah I was a fan of that line up too.
Just I'd have subbed Geoforce and Red Arrow for Aquaman & Green Arrow.
Black Lightning just makes so much sense to me on the League.
Although I was probably heavily influenced by the World's Greatest Superheroes Daily News lineup -

Black Lightning has long been a favorite character of mine. I never minded his 'small section' of Metropolis to guard because he was supposed to be a 'smaller', more intimate hero. More closely connected with his neighborhood, concerned with what was happening in his local world than the global world.
Like others, I thought he fit in well with the Outsiders, even though he had earlier turned down an offer from the JLA. His second series which started being written by Isabella was equally strong.
For me he sorta lost his way when he became Luthor's Secretary of Education. Didn't seem all that 'Jeff like' to me.
But I really love the character.
I think that a relaunch of the character could be strong, though. But I think a lot of times the company chooses Static over BL because of the ongoing argument's with Tony and the (supposed) animosity between Tony and Didio.
But would really like to see more BL. Maybe even in the red costume from his second series.
Well, damn-- a crack about whether or not the black guy can swim? Geez, DC....
Tobias Whales is a great villain for Black Lightning.
Could you see any Man of Steel villains fighting Black Lightning?

One appearance in DC Comics Presents. I would've loved to have seen one more appearance of
Black Lightning teaming up with Superman in this title.

Funny how after Black Lightning appeared in JLofA #173 he started having guest appearances elsewhere.

JLofA is my first choice for Black Lightning. However, I can see him lead of a smaller shadow team of his own called "The Outsiders".
Possibly....Black Lightning, Katana, Martian Manhunter, Metamorpho, Traci Thirteen and Vibe.
