So they would be at least one PC from FF1, everyone in FF3, Edge, Everyone in 5, Shadow, Yuffie (and everyone in Wutai), a ton of people in Tactics, a ton of people in Tactics Advanced 1 & 2 (I think), the Onion Knight in Dissidia, a ton of people in 11 and 14 (I think). I can't remember any ninja in FF2, 8, 9 and 10/2 and haven't yet played 12 or any of the 13s yet, but that could just mean that they were really good at being ninja, I guess.

But yeah. Ninja from tactic's ability to double their evasion, combined with any item of 50% or greater evasion (most of the high-end shields in Tactics), and you have perfect dodge.

Pretty much all of them had Smoke Bombs at will, FF5's guy has First Strike, which gives him a better chance of preemptive strikes, and a lot of them have Illusion magic, which also causes all attacks to automatically miss.

You're also leaving out all the villain Ninja. They were pretty common in 3/6 IIRC.
