Test pilots are not going away. They may not be in the cockpit, in the air after awhile, but they're not going away.

Pre-Crisis he was fired (right?) and became a toy salesman. Post-Crisis, he was a test pilot essentially because he sucked but people really liked him. It was a sympathy job (and then he got drunk and...).

Hal was depicted as a test pilot because there was some risk involved in that job and the skill requirement was pretty high. Sure, he can fly commercial airliners or become a crop duster, but that gets away from the original point.
If there were a reboot, what would he do then? (If you oppose a reboot, then of course you don't need to respond to that.)
He could still be a test pilot - just make the ships he pilots more in keeping with what would be considered cutting edge in the DCU.
