but what could they do against quiet and big boss who can snipe them from afar?

Thing is that Quiet managed to snipe the pilot of a speeding jet (it wasn't standing still after all, it was hurtling towards the chopper with the intent to shoot it down) with a bolt action sniper rifle (so it's not like she had an uber powerful gun) ...Which shouldn't even be possible yet she did it and she didn't even treat it like it was anything special, just did the deed and went back to a seat in the chopper.

That kind of says the Resistance's ground forces are probably gonna be picked off from a distance before they can really do anything.

EDIT: And Read brings a good point, that really doesn't answer the question regarding how that can take out Quiet.

...Really, at this point, the Resistance isn't offering anything to the plate that can stand up to Quiet. I really have no clue where the whole two highly skilled pilots counter will work when they need to be facing Quiet for a strafing run...Which means giving her the chance to snipe em.

Quiet is pretty good, but I am sure that not even she can take out two pilots at once. Sure she could take out one, but the other one could fry her. I haven't seen Salvation in awhile, so I can't remember whether Blair was the only pilot (she was piloting an A-10).

Yeah, yeah 2 of those 3 have some extra stuff, but really they are just humans in a world of metahumans, Cyborgs and other supernatural crap.
