In the comics that would be a no-brainer win for Matt, but here, Bucky would win.
Sure, DD is arguably more SKILLED, but Bucky is much tougher and much stronger.

it's hinted that zola did something to bucky after his fall, likely a version of the SS serum. but yeah, it wasn't just the arm that made him a beast.

Pretty sure it's stated in the movie that Bucky survived his fall due to experiments done to him during his pre-Howling Commandos days. ISTR those experiments included a version of the SSS.

in terms of skill, bucky still had an edge over matt, due to being active for about half a century.

Not quite. Unless the guy shows the skill to match Matt featwise, he kinda doesn't.

Best we got was a brawl with Cap, which he was winning thanks to being stronger with the Robo-arm. Murdock definitely has him in skill, unless I'm forgetting some feats for Buck.

Please. Tony Stark is a threat to more people (including himself) on a daily basis than Cap could ever be, even without his armor. Steve can try and play with the big kids when he decides that lightly electrocuting Bruce Banner while they were both on a boat/airship is a fun experiment.
