If Astra has an entire Kryptonian army at her disposal, why didn't she just use it to take out Superman when they first arrived? The whole Fort Rozz thing has been on Earth as long as Kara has. So she's had something like 12 years to take him out and take over. I hope the show will address this.

The time spent in the Phantom Zone messed with their molecular structures so they weren't at Superman-level (and still aren't).

Kara was protected somewhat in her spaceship but her 24 years there also affected her - something Superman realised when he found her and the Danvers helped her with during her first few years.

The 'out of sync' nature of the Zone resulted in the escapees being difficult to track (they just thought they were good at hiding) but as their structures have become more stable they're now increasingly trackable.
