I prefer dc use the Blackbirds Titans brand name for an adult team rather than a teen team.
Call it Justice Titans. Its shameless, but then they can throw in characters like Element Woman and Zatanna. Its kind of a win win. A number of Titans don't exist anymore to really fill out an interesting roster, and there are a number of interesting JL characters kind of just sitting around.

This is a key problem with the Titans, finding their place in the DCU. Originally, it was easy, they were the sidekicks' club. When you get away from that, you've got to figure out something to give them a theme, or reason to exist. The Legion doesn't have that problem; they're the JLA of the future. The Outsiders didn't (originally) have that problem; they were the street-level superhero team. The Doom Patrol didn't have that problem; they're the misunderstood freaks trying to be accepted by serving the greater good.
What's that leave the Titans with? Maybe the heroes of tomorrow. Knowing that future is never going to quite arrive (nobody believes DC is going to permanently bench Supes, Wondy, Aquaman, GA, and especially not Bats), the heroes of tomorrow isn't a strong enough hook by itself. So if you get away from the Justice Little League concept, the Titans just doesn't have a book of its own.
Create a new world/universe put all the legacy characters there, Say they were inspired buy the comics books they read. it's will be about the character from earth-prime ....
Or they could just be the voice of youth.
Doing things differently because they're more in tune with social change and the possibilty of a better tomorrow.
While the League could be slightly cynical and more concerned with maintaining order as it is, forever thinking that things will always be the way they are.
Of course, there's also the dynamics that enter in by having a different mix of characters that aren't editorially controlled (which means there's more freedom for subplots and character growth) and the different styles brought forth by the creators.

Marvel's Avengers and Defenders at one time could have been considered quite similar. What made them different was the approach of the characters and the writers.
We've seen West Coast Avengers, Justice League Europe and Excalibur exist alongside their parent series, with nothing but a different locale to set them apart. Yet, they each had a unique voice (well, maybe not so much JLE, but it still did somewhat), and they all had pretty good runs.
The New Mutants were new in 1982, but after seven years, they weren't any more new (or different) than the X-Men were in 1982.

Well one thing to do with the Teen Titans is not rehash NTT for the umpteenth time.
Just counting down the months before another Trigon story pops up in the solicits and Raven goes evil...
I absolutely love and miss Pantha. Her story was never finished. Also, I think comics have run into the aging issue because they age their characters too quickly. Let's do math. Think about it. The standard comic release now is monthly. Sometimes a single story arc takes place over a few issues or even an entire year. Right? Sometimes all those issues take place in a single day or night. Correct? But let establish for the sake of simplicity that each issue is a day. That's max, 12 days in a year. Our oldest comics just recently reached the 1000 mark. Do the math: one day per issue divided by 365= ? The DC and Marvel universes are less than 5 years old. That's not even taking into consideration that back in the Golden Age and early Silver Age, most comics were released bimonthly. Teen Titans was at some point. So, if Dick Grayson was 11/12 when he first became Robin, he'd be about 16 right now. The writers were having trouble coming up with new material, so they introduced new characters in the legacies and now there is oversaturation of characters with similar power/skill sets.
