Rip Hunter could be the Doctor Who of the DC Universe. He could go meet Vandal Savage when he was rising to power in the distant past, go to Krypton to hang out with Jor'El, etc. He could be used as a vehicle to expand the lore of the DCU.

Sure, but in terms of potential customers who may be motivated to buy comics all that matters is the overall number. More people watch Supergirl every week thus more people might be interested in buying a comic about her. (This is of course in a vacuum, things like quality of the show could drastically change the percentage of people interested in picking up a comic, my point is what type of cable they watch it on isn't one of those things, so Arrow doing well by cable standards doesn't mean anything for this specific discussion)
Current Pull: Lazarus, The Realm, Seven to Eternity, Aquaman, Flash, Justice League Dark, Justice League Odyssey, Sideways, Black Panther, Captain America, Daredevil, Death of the Inhumans.

    Future Pull: Killmonger.

One should also keep in mind the tiny percentage of those viewers who would ever be interested in actually buying a comic book at all, regardless. That tiny percentage of Supergirl viewers and that tiny percentage of Flash viewers might not be that far apart in number.

I'd say the stumbling block with a Rip Hunter (or Booster Gold travelling-in-time) series is that he either has to only roam about in previously-established DC history or whoever is writing it is basically defining that history such that other, potentially better, writers have to honor it. Or they don't, and then you have continuity problems.

Keep the writer on a short leash.
