Who are your favorite under-appreciated villains?

Pre-Flashpoint David Cain, Catman. I'd say Anarky as well, but he's an antagonist not a villain, and anyone who thinks otherwise, regarding Lonnie Machin's Anarky, is dead wrong.

If I have to choose one? Ivy and Oswald.

I just see him as a violent self-righteous kid/teenager who plans to destroy "the government" and doesn't care if hes wrong or if innocent people get hurt or in the way. Looking closer I guess less villain and more of an antagonist but put him in a book with a hero like Batman or Arrow and he ends up fighting with them.
